Most of the places to catch Bonneville cutthroat around Salt Lake are small streams with small trout.
Little Dell has some fine specimens in the low double digits. Since there is a fee to fish this Reservoir it does keep the fishing pressure low.
I've had the best luck fishing small leeches with a tiny 18-20 nymph. Sometimes they chase the streamer then turn and eat the nymph.
